Preheat your oven to 350 F.

Cook the rice according to the package directions. Remove the cooked rice from the stove and set aside.

In a skillet over medium heat, cook the beef until evenly browned.

Cut the top off the pepper. Scoop out the seeds. Using a sharp paring knife, carve a jack-o-lantern face into your peppers.

Place the peppers in an oven proof dish with the cut open tops facing upwards.

In a separate bowl, combine the cooked beef, rice, can of tomatoes, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Spoon an equal amount of the mixture into each hollowed pepper. Top with cheese if you wish.

Bake 1 hour in the preheated oven until the peppers are tender.
